Sandra Julia Bowen
Business Development Coordinator
She is employed by LJA Engineering, Inc. as Business Development Coordinator. She just celebrated her 20th year in the Engineering and Surveying industry. Her role in the engineering field is to promote LJA Engineering and its 47 offices and over 300 resources with the Coastal Bend Region (11 Counties).
Sandra wears many hats in this community. She is serving her second term as the Councilmember Place 3 in the City of Alice. She serves on many committees and boards that provide services above self.
Her passion is of service and to build up community involvement, positive leadership, and economic growth. Sandra’s involvement in numerous organizations is her way of volunteering to help improve the quality of life not just for one but for all. Her moto is “We are better together than apart.”
Married 35 years to Bruce Bowen, They have three loving children (Christopher – Jim Wells County Crime Scene Investigator, Amanda – Lead Pharmacy Technician, and Nicole – starting her own business called Knightshift Outdoors) and 8 beautiful grandchildren ranging from 2 to 12 years old.
David Riggs

David Riggs, founder of Pneuma, a full-service web and SEO company, has been running businesses since he was seven years old. His drive to succeed was evident early on as he would collect and sale errant golf balls at a course near his home. As a college student, while soccer for four years, he founded Pneuma. His company continues to rapidly grow.
The adjustments, learning as you go, and willingness to work long, arduous hours has resulted in a multi-million dollar business.
As a result, David is often asked to speak on numerous podcasts and be interviewed about entrepreneurism.
He works out of his home office in Denver, Colorado where he regulary attends church and enjoys hiking in the Rocky mountains.

Tony Celelli is President of the Stark College and Seminary (SCS) and is a sought after speaker for conferences, retreats, seminars, and workshops in the areas of leadership, ethics, applied justice, and philosophy.
Tony graduated from Hardin-Simmons University with a double major in Applied Theology and Psychology, Logsdon Seminary with a Master of Divinity, and Dallas Baptist University with a Ph.D. in Leadership Studies/Applied Ethics.
Tony has been married to Deanne Smith Celelli for nearly 28 years
Troy Riggs
Pastor & Public Safety Expert
David “Troy” Riggs is a retired Public Safety Professional and current pastor of First Baptist Church in Alice, Texas.
During his diverse career, he served as a police chief of two departments and the public safety director in three cities (Corpus Christi, Texas; Indianapolis, Indiana; and Denver Colorado). He has also developed four non-profits and worked as the Chief Administrative Officer of a successful business.
Over the course of his career, Riggs oversaw budgets in excess of $500 million; introduced business principles enhancing operational efficiencies saving citizens tens of millions of dollars; developed data-based practices to enhance the lives of citizens, weathered economic downturns; and gain tens of millions of dollars in needed grants for the communities he served.
He has received many leadership and community awards from a variety of organizations; he has testified before Congress, spoken to two US Attorney Generals on a range of topics and participated in the launch of a Presidential Initiative at the White House.
He has been married to Kara for 31 years and they have two sons.
